Minister gives conflicting message on Scribblestown PPP

At yesterdays Area Committee there was unanimous support for a motion which called on the Department of Housing to clarify their position regarding the Government’s Scribblestown PPP.

This motion arose from a meeting between Minister John Paul Phelan, Minister for Local Government and Electoral Reform and Scribblestown Residents at which it was suggested that Councillors are free to amend, move or reject the PPP. This is in direct contrast to the direction which we have received to date from the Department.

I understand that at the highest levels of DCC they have sought clarification, if this was an official meeting. DCC has also queried the situation with the Department’s Secretary General today. The Secretary General was not aware of the meeting.

I hope the motion and our request to meet Minister Phelan will bring clarity to this situation.

In light of the comments made by Minister John Paul Phelan to the Scribblestown Resident Association regarding the Scribblestown PPP Project, The North West Area Committee call on the Department of Housing to clarify if local councillors are free to amend the scheme to allow a different funding model, a different density and different social mix. To date we have been informed that the use of a PPP model and the constraints it places disallowing mixed tenure are conditions set by the Department and not the local authority
